Background
Rudolph G. Penner is a senior fellow at the Urban Institute and holds the Arjay and Frances Miller Chair in Public Policy. He is also a research associate of the Center for Retirement Research at Boston College. His primary areas of research include budget policy and process and the problems posed by the retirement of the baby boomers. Prior to assuming his current position with The Urban Institute in 1998, Dr. Penner was a Managing Director of the Barents Group at KPMG Peat Marwick for five years. Dr. Penner directed the Congressional Budget Office from 1983-87, and has had a distinguished career as a senior government official at the Council of Economic Advisers and the U.S. Department of Housing and Urban Development. He has also served as Chief Economist of the Office of Management and Budget and has taught at several universities, including the University of Rochester and Princeton University. Dr. Penner has advised senior government officials in the United States and many other countries on fiscal policy. He previously directed fiscal research programs at both the Urban Institute and the American Enterprise Institute.
Dr. Penner received a B.Comm from the University of Toronto and his Ph.D. from Johns Hopkins University.
