Gary Burtless is the John C. and Nancy D. Whitehead Chair in Economic Studies at The Brookings Institution. Joseph F. Quinn is Dean of the College of Arts and Sciences and Professor of Economics at Boston College. Both are Research Associates of the Center for Retirement Research at Boston College. This Issue in Brief contains updated evidence from a paper prepared for the annual conference of the National Academy of Social Insurance, Washington, DC, January 26-27, 2000, which was later published in a book of the conference proceedings. Some of this material also appeared in The Public Policy and Aging Report (Spring 2001 issue) published by the National Academy on an Aging Society.
